Surplus Disposal Guidelines

Note: Disposal Guidelines include scrapping, transferring and donating surplus property.
University guidelines state that any surplus item must be advertised on "ASA's Attic" before selling or disposing of it by other means. Your department's junk could be another department's treasure!
- If the surplus item is computer equipment, the first step is reviewing and following the procedure for the disposal or relocation of computer equipment at www.lehigh.edu/security/DisposalProcedures.html. After you have followed that procedure, you may proceed with posting as outlined below.
- The next step in disposing of surplus property is determining whether the surplus property is "owned" by your department and is yours to dispose of. For information regarding asset codes and determining if the property is your department’s to dispose of and to access the forms to be submitted, visit the Controller’s Office website www.lehigh.edu/~inctr/secure/docs/DISP-DOC.pdf.
- After determining that your department "owns" the surplus property and is yours to dispose of, post the surplus property on ASA's Attic as described below:
- Post the item to the Surplus web site at: http://www.lehigh.edu/~inubs/purchasing/surplusproperty.shtml.
- Your surplus property description should be as specific as possible; enter the item's description, age, condition, and “asking price”. Asking price should be determined by utilizing staff's commodity expertise relative to the property, checking with the manufacturer, referring to the original purchase price, finding similar commodity on E-Bay or other sales media, etc. If additional assistance is required, the department may also review the fair market value analysis it has conducted with Sharon Zurick by emailing the details to shz3@lehigh.edu before posting. It should be noted that Purchasing has no resources to accurately validate your asking price and can only estimate what a fair price should be.
- The item will be posted for a maximum of thirty days and then deleted. If you want to post longer than one month, notify Sharon Zurick prior to the end of the 30 day period for an extension.
- You are required to post for a minimum of five working days before selling or disposing of the surplus. If the surplus is sold after five days but prior to 30 days, notify Sharon Zurick of the disposition of the surplus so that it can be deleted from Asa's Attic.
- If you are unable to sell the surplus property and wish to dispose of (scrap, transfer or donate) the property, follow the guidelines below:
In either case, complete an “Equipment Transfer Agreement” which can be found on the Purchasing website at “Surplus & Warehousing/Forms”. Retain a copy for your files and forward the original to Sharon Zurick, Seeley Mudd Building.

- Transfer to another Lehigh department or donate to a non-profit organization. (Check the “Off-Campus/Non-Profit Organizations” listing on this web site for organizations you can contact.)
- Dispose of (scrap) the surplus property. Contact OneSource to arrange for disposal. All surplus property must comply with all E.P.A. regulations prior to its disposal. Contact Elaine Kuchera X84248 or Barb Plohocki X83643 in Environmental Health and Safety if you have questions or concerns. (All computer equipment must follow the Procedure for the disposal or Relocation of Computer Equipment; see section 1 above.)
ADDITIONAL INFORMATION:
- Unless you indicate otherwise, the department receiving your surplus property is responsible for moving the surplus and paying any related labor and transportation cost to OneSource.
- If you want to store your surplus property, contact Sharon Zurick (J Building Warehouse) or Pat Chase (Service Building Floors 4 & 5 Warehouse) to determine if storage space is available on Campus. If space is available, then contact OneSource to arrange a work order to move the surplus item to the appropriate warehouse. Refer to the Warehousing section on this web site for further information.
PLEASE NOTE: Determining that the property is yours to dispose of, estimating its fair market used value, setting the asking price, making appropriate arrangements, and filling out appropriate forms are the responsibilities of the department property owner.
